There will be exceptions where groups can be larger than 6 people,

Thanks very much for raising this. I have forwarded your email to some 
internal colleagues who I hope will be able to provide some specific & 
specialist guidance on interpreting the new guidelines/legislation for 
community settings. In the meantime, I will be keeping an eye on gov.uk 
and NCVO (& similar) webpages for further guidance on how to interpret 
the changes.
